Would like for the Variances - overpayment (less than $5) and underpayments (less than $2) - to go to the County only and be cleared with each interface. Don't want those stray pennies outstanding.

We need to be able to prorate the bankruptcy interest by districts under the receivables tab, instead of only choosing 1 district for the BI to go to.
