Add/Remove Tax Unit from SIT

We have a tax unit that only applies to Real Estate accounts and not B/P or SIT accounts as it is not a value based tax but an assessment based on acreage. We need to be able to remove the district from SIT in order to have the correct rate on the account. This district is overridden in TaxOffice 4, but still exists in SIT.

I would add to this as a general addition that we/certain permissions should be able to "override" the tax rate to manually enter in the UPT RATE (not UPT). So when you have this situation and or if you have a new dealer that is reporting but we are not collecting UPT you should be able to set the rate at 0.000
