We want to open a new ticket to request the new feature in TO-4 for the ability to merge payment(s) as we currently have in TAX Client.

This wouldn't be considered a parity issue for TO4, since it's a Utilities function, not a Tax Client function. The other Parallels applications (i.e. Mortgage Tape, SMIGL, Payment Admin etc.) will continue running alongside TO4 until all Tax Suite features are built into TO4 or added within the TO4 dashboard, however it's determined.
